Recently CBAN has taken on a specific focus on Fraud Mitigation specifically related to the OBR scenario as a first step in addressing this industry challenge and concern.

Working with Vendors and Operators, solutions are being designed and pulled together to set industry standards to combat fraudsters and the loss of revenues.

_CBAN Introduction

CBAN is a membership organization set up as a company “limited by guarantee” in Singapore. It is an non-profit organization for the purpose of setting up common standards in the industry related to Voice, Data and Global Roaming Services. The entity is governed by its members.

Its members are Information and Communication Technology (ICT) providers (Members). Technology suppliers (Vendors) can also participate in CBAN but they cannot become Members.

CBAN’s purpose is to work with Members and Vendors to adopt standards that will help (amongst other things) Members develop MVPs (Minimum Viable Product) that help automate the lifecycle of certain ICT services, including commercial negotiations, technical and operational service delivery and management, fault management and fraud mitigation as well as billing to include invoicing, reconciliation, netting and settlement as part of Blockchain solutions.

CBAN is responsible for: Developing the Reference Architecture for Voice, Data and Global Roaming Services.

_Reference Architecture

CBAN (through its members) will collaborate to create or approve the underlying architecture/structure common to all MVPs, (Minimum Viable Product) including APIs (Application Programming Interface), documentation, code and approved DLT chains (collectively, the Reference Architecture).

CBAN will also collaborate to create or approve the Product specifications that the relevant MVP must meet.

The MVP specifications must be developed in accordance with the Reference Architecture. Based on the Reference Architecture and the relevant MVP specification, Members and Vendors will develop and implement apps to address Member needs such as the Wholesale Voice Settlement scenarios.

_Developing Reference Architecture

CBAN, working with the Members and the Vendors will collaborate to create the Reference Architecture and to create the relevant Product specifications which includes the introduction of Blockchain deployment in order to facilitate settlement processes and at the same time discourage fraudulent activity through its safety mechanisms.

There are two types of Private Blockchains: bilateral Private Blockchains (e.g. Private Ethereum Blockchains and HyperLedger Blockchains) (Bilateral Private Blockchains); and private blockchains which require a third party validator node, such as Corda Blockchains (Multi-party Blockchains). CBAN will provide certain services to Private Blockchain participants:

CBAN (working with Corda/HyperLedger/Ethereum Foundation/QLCchain/Orbs) will issue public keys/identifiers to each Member participating in the relevant

Private Blockchain. Identifiers are used to confirm that the identity of a node relates to a valid Member. The combination of public/private keys is used by each Member to interact with the relevant Private Blockchain (e.g. send transactions via the MVP for recording on the blockchain).

In relation to Multi-party Blockchains (or Bilateral Private Blockchains where the participants elect to use a third party node validator), CBAN will provide the Signatory node (itself or via a Signatory Node Member) to validate sent transactions so they can be recorded on the relevant blockchain.
